all the ports bandwidth are 99%,the connection is very slow

one of the customer reports his network switch ports bandwidth are 99% and  the connection is so slow. 

1.first we doubt we in his network have the loop, we check if there is mac-address flapping or not (display mac-address flapping record) but we can't find any record.
2.check the trapbuffer and logbuffer , all the logs are bandwidth are 99%.
3. we check the interface statictis we find it is unicast packets increase very huge. we doubt the unicast packets are boadcast because of there is no mac-address in mac-address table.
4.check the configuration and notice he configure the mac-address learning disable on the uplink eth-trunk interface. and in the uplink switch he also configure this command .  we think this command cause this issue. the customer undo this command , the network is normal.

i think there is the loop exist in you network , check the mac flapping
