Hello there!

With regards to your first question, try to trigger the HSB service manually by using the below command:

hsb-group 0
undo hsb enable
hsb enable

As about your second question, the backup license on the standby AC enters the 30-day aging period after the active AC is faulty.

The license becomes invalid automatically after the aging period. If the active AC recovers from the fault during the aging period, the period of the backup license expires. If the active AC becomes faulty again, the backup license re-enters the 30-day aging period.
