After AC6605 is upgraded, local accounts cannot be added

In V200R005C10 and later versions, 

if the access type of a local user already exists and the password uses an irreversible encryption algorithm, only the access type of the management type can be configured. 

If the reversible encryption algorithm is used, the access type of the common or management class can be configured, but the hybrid access type of the common and management classes cannot be configured. 

If the access type of the management class is configured, the encryption algorithm is automatically converted to an irreversible encryption algorithm. 

If the access type of a local user does not exist, only the access type of the management class can be configured.

The access types of local users are classified into the following types:

• Management: FTP, HTTP, SSH, terminal, and x25-pad.

• Common: 8021x, bind, PPP, and web
