a useful poe command in S2700

To some non-standard PDs(such as cisco Ip-phone) which doesn't support 802.3af or 802.3at, we must  add command "[Quidway-Ethernet0/0/1]poe legacy enable" on S2700 interface, then the device can detect and provide power for them. If compatibility check is not enabled, the device cannot detect and provide power for the non-standard PD.

If a PD need high-inrush when power on, we also should add command "[Quidway]poe high-inrush enable"on S2700, but it's not recommended because high inrush current may damage device components.
