Why the local routes cannot be published via BGP with network command?

If the local direct routes or the IGP protocol routing 172.16.1.0/24, run the network 172.16.1.0 commands in BGP view to pass this route to BGP routing table. However, when viewing the BGP routing table, this route does not exist.
When we publish the BGP route via the network command,prefix and mask must match exactly, 172.16.0.0 is a Class B segment address, The natural mask is 16 by default without mask parameters. But the above routing mask is 24.So we must configure 24 masks in the mask parameters to publish the BGP routing.
The network command in BGP configuration mode can take the mask parameters or not, using the natural mask of the route by default without the mask parameter, the route can be published normally if the prefix and mask is the same in the global routing table
