Why Does a Client Fail to Telnet the Device When the IP Address of the Client Is Not Denied in an ACL That Is Configured in a VTY User Interface View?

If an ACL is configured in a VTY user interface view on the device, and the IP address of a client is not specified in the ACL, the client is not allowed to telnet the device. To allow the client to telnet the device, you need to permit the IP address of the client in the ACL.
