Whether interface could directly configure IP address

1. Management network interface is three layer interface, can directly configure IP address;
2. Service interface can not directly configure IP address, need to configure Vlanif virtual interface, and configure IP address under the Vlanif. For example: [Quidway]vlan 10 [Quidway]interface vlanif 10 [Quidway-Vlanif10]ip address 192.168.1.1 24

Following the same scenario, let's consider I cannot set an IP for the interface directly and I have separate vlan networks which I want to communicate between them. How could I do that?
