S7700 and S5700- Latency issue at access level

We recently installed Huawei switches in our branch location. We are using S5700 in access level. We have MPLS connection between HQ and Branch. We have usual latency till the uplink of this switch. But we hare facing huge latency issue to the end point. Hence branch end points are facing huge latency to the HQ. When we check Switch CPU utilization is more that 75% average. We appreciate if anyone had fixed this issue. Please share us your experience and tackle step you have taken. Thank u in advance.

"Switch CPU utilization is more that 75% average"

Which process is the highest? This may be abnormal.

As the Switch s5700 LI support only static routing , we configured only a static route on that. there is nothing else more than this configuration. Its just a L2 switch in our network. When we disable the Static route immediately CPU utilization came down to 20%.
