PPPoE Users Fail to Dial In Successfully because the Entries are Occupied by Sta

Issue Description
Version: Independent of version. 
Symptom: MA5200F provides access for up to 2K users, but on-site engineers report that if the online user number reaches 1817, the others cannot dial in successfully, and it prompts as follows: Fail to new conncetion for license or other access limit.

Alarm Information
When PPPoE users dial, it prompts: Fail to new conncetion for license or other access limit.
Handling Process
The configuration for some static users that is not used could be deleted accordingly, releasing some entries.  
Root Cause
According to checkup for configurations of users, it is found that  231 static users have configured. For MA5200 at MA2.10-71xx, the configured static users will occupy entries even though the are not online, so in calculating that how many users have accessed one MA5200, the number should be the total number of both the online number of users displayed by diaplay access-user command and the number of static users configured but not online.

Because 231 static users have been configured, the theoretical number of other users that could access is 2048-231=1817; the current number of online users is 1633+184+15+4+1=1837, of which the number of static users is 15+4+1=20. Therefore, the number of users of other type that have an access in fact is 1837-20=1817, just the theoretical value. The root of the problem lies in the 231 static users configured, although some users do not come online, they have occupied the entries.
