Migrating N/E Command to another N/E in Provisioning

Can it be possible to merge 2 different Network Element into one. For Example We have two different  version of HLR .

Now we are provisioning to there HLR1 and HLR2 with different command . In some Case we provisioning in both HLR simultaneously.

Now We are going to keep only one HLR in these case how can we migrate all command and script to HLR1 from HLR2 (HLR2 suppose will be shut down).

1. How can we stop to send command to HLR2 where it should go to HLR2?

2. we can change IP of both HLR Same so that both will trigger to same HLR. but in this case there will be 2 command for HLR1 .how to restrict it ?


option  i have thinked and experimented

1. Make ip and all credential same to HLR2.

2. Copy all command to HLR 1 , this is too hectic and risky.


is there any easy and optimized way ?
