MA5200 PPPoE Users Speed Slow Because of Dslam Maximum Downlink Rate Limit of Li

Issue Description
Subscribers conmplain that internet speed that is included in their commercial plan is never match with actual internet speed. 
For example a subscriber whose downlink speed is 2Mbps in his commercial plan the actual speed he gets is 1.5 to 1.7 Mbps.
A customer whose downlink speed is 1Mbps in his commercial plan the actual speed is 800 to 900 kbps.
A customer whose downlink speed is 256 kbps his actual internet speed is also 256 kbps.

Handling Process
The commom problem areas were identified but no possible reason was justifying the speed problem. It was then reasoned that casue may be from BRAS.It was identified that if a subscriber has a downlink speed set as 2Mbps then due to bursty nature of internet traffic sometimes the subscriber may get a speed of 512 kbps only and to average the subscriber speed to 2Mbps the BRAS may at the next instant will provide a speed of 2.5 Mbps for the subscribers. But at the DSLAM the line profile was configured with  maximum downlink rate as 2048 kbps hence the customer at the maximum can get a speed of 2048 kbps.
For a subscriber with 256 kbps there is no such problem because if due to bursty nature of internet the subscriber gets a speed of 128 kbps then at next instant if BRAS provide a downlink speed of 512 kbps then since at the DSLAM the line profile with maximum downlink rate set as 2048 kbps it will not face the same problem .
So change dslam line profile downlink speed to 10Mbps and MA5200 PPPoE users download speed can achieve normal value.
Root Cause
The cause behind this was reasoned to to be from the DSLAM but the line profile configured was with maximum downlink rate as 2048 kbps.
Suggestions
1、 Suggestion would be that if customer has a commercial plan of 2Mbps downlink speed then at the DSLAM the line profile of ADSL port should have maximum downlink rate atleast 10 Mbps that is 5 times the speed the plan offers due to the bursty nature of internet traffic.
2、 If more than one device can make speed limit in the networking, suggest that only one device do this and others should be configured as no speed limit.
