MA5200 Car Value Setting Inconsequence Cause Use Download Speed Slow

Using user-car, for configure the user account or domain to use the specified traffic control level(Using user-car, for configure the basic rate, average rate and peak rate of differentCAR levels).
The following is the configuration:

It's mean:
Uplink/downlink basic rate: 64kbps
Uplink/downlink average rate: 64kbps
Uplink/downlink peak rate: 128kbps
But after entering of the given configuration to the MA5200F the downloading speed of the files originally was approximately 3-4 kilobytes/s, then is reduced to 1 kilobyte/s (Abnormal).

Handling Process

1、 For correct  work of the user-car function on MA5200F need to use uplink/downlink peak rate which should exceed uplink/downlink basic rate and uplink/downlink average rate in five times.
For example:
1)

 user-car 1 up 64 64 320 down 64 64 320
It's mean:
Uplink/downlink basic rate: 64kbps
Uplink/downlink average rate: 64kbps
Uplink/downlink peak rate: 320kbps
2、Modify configuration and test again, download speed match the average rate.

Root Cause
Configure user-car in MA5200, peak rate should be 4-5 times as average rate, otherwise user download speed will be abnormal.
Suggestions

When configure user-car of MA5200, every version need configure peak rates 4-5 times (advice 5 times) as average rate.
