Is a Remote Desktop Connection like Team Viewer a VPN?

If not why can the user access the private network(Remote Desktop or Remote PC Desktop) over the Internet and why is it not a VPN?

VPN is a way to extend a private network network over the internet.

teamviewer is not VPN, the two clients should first register on the teamviewer server.

if the clients use public IP address, they will establish a P2P connection.

If one side use private private IP address, access internet through NAT, the teamviewer server will exchage the traffic for each other.
