AR169(192.168.2.254) use ADSL to establish with Cisco  it's failuer.

Topology and Tunnel configuration likw below .

63c092643e924edfb79ff20a96e1430d

handling process
At first , check configuration on AR169 and Cisco ,both are correct .

Secondly , use command :display nhrp statistics interface tunnel0/0/0 to check AR already sent NHRP packets to Cisco .Refer below screen shot ,so AR is normal .
5d4da79d5806407290d6e5000f8b1568

Finnaly , check Cisco side whether receive the packets or not . debugging like below :
c407dfee783e4a71b9023b914590b626

Find receive request is from tunnel10253 , but on Cisco using tunnel 4 to connect with AR , then check configuration tunnel 10253 and tunnel 4 ,both are use same source , so Cisco cannot distinguish nhrp packet from which device tunnel.
root cause
On Cisco configure tunnel 10253 and tunnel 4 use same source , cause receive registration request cannot distinguish .
solution

use GRE key to distinguish two tunnel that is use same source .
