AR151 user based access need limited access

We have a Basic case regarding privilege level access on Huawei Router. We want read-only account which must not be entered in system view of router, but this user should be execute saved-configuration command. When we assign privilege level 1 to  read-only account our 1st requirement (must not enter in system view ) achieve but we cannot execute display saved-configuration.
We also tried to add this command in command-privilege level 1 view system display saved-configuration  Template… but getting error

user privilege level 2 give rights for entering in system view...

command-privilege level 1 view user "display saved-configuration"
  Error: The command does not exist in the template

getting error....

i need to see saved-configuration..

same like command in cisco is show configuration...
