How I can define the minimum OMA optical power of a transmitter in 50GBASE-LR receive ?

mmm the value is -16 not -4.5 as @DDSN mention !

DDNS write the Average minimum launch that is between -4.1 upto -4.5. But you required Average Minimum launch of OFF transmitters

for OMA, the minimum is 4.2 and the maximum is 4.2
