4G is not doing Failover When the primary WAN link fails on Huawei Router AR169G-L.

The 4G connection is not doing failover when the primary WAN link fails.

Router model : AR169G-L

Software version: V200R007C00SPCb00

The configuration is attached:

Does anyone knows why the 4G is doing failover when the primary WAN link fails?
