16GB Huawei P8-Lite Storage Issues

My dad's got a P8-Lite 2017 (budget, but ideal for his needs) but I've noticed despite having a 16GB storage it's forever >15GB used. He has little over a handful of apps installed (none beyond Whatsapp that should generate much appdata).


When visiting I usually manually move the Whatsapp Media to his SD card, and delete Appdata from Chrome and other apps, just so I have enough to update the apps that need updating via the Google Play Store (even then Chrome says it can't). The ability to move apps from internal to SD is unavailable.


The vast majority of the bloatware from both Google and Huawei you cannot uninstall. Is it normal that 16GB phones on Android 8 are handicapped in this manner, or is something seriously wrong that maybe a factory reset will fix? Do I need to start looking for a 32GB replacement phone?
