normally for networks operating in a country where SIM Registration is compulsory the SIMs of non-registered subscribers is mandatorily barred after certain number of days allowed by the GSM regulator. To play an announcement for unregistered SIM subs upon initiation of outgoing call a feature is activated on the HLR, this is the PLMN-SS (operator defined supplementary service, this command is used to provide or withdraw the PLMN-specific supplementary services for specific sub or batch of MSISDN.). Upon activation of this service for a sub on the HLR an ISD message is sent to VLR , failure scenario is then tied to a specific Cause value and Tone ID on the MGW for playing of announcement to sub upon initiation of outgoing calls. Note the sub profile should also have the GPRS/ODB Barring commands active for ODB data & ODB In/Out calls, depending on operator specifics and particular type of services to be opened for the Non-registered SIM card subscriber.
