PDCH distance priority:

√ Distance of TS from PDCH. The higher the distance the larger is the probability for good PSET formation.

PDCH number priority:

√ PDCH number on the TRX. The higher the value is, the less priority to assign to that TRX.

√ All these criterion are for improving data performance.

√ Thus, if enabled PS coordination, gives priority for data service.
