Body Loss Margin:

Unlike base station antennas, which are fixed at an unobstructed location, mobile antenna position depends on how the user handles it.  This can affect the received signal strength since the antenna direction and polarisation may vary.

Human body can absorb parts of the received energy.

A body loss (BL) of 4.0 is included in the design threshold calculations.
