During an IMSI-attached GPRS attach procedure, the
counter is incremented by one each time the SGSN sends to the MS an
Attach Reject message with GMM cause being "#111 Protocol error,
unspecified" (3GPP TS 24.008). The attach failure is caused by an
algorithm negotiation failure. This counter is collected at the MM protocol layer.
