In direct-tunnel mode, a mobile station (MS) initiates a Packet
Data Protocol (PDP) context activation procedure but the activation
fails.

1. Any route between the radio network controller (RNC),
   serving GPRS support node (SGSN), and gateway GPRS support node (GGSN)
   is not reachable.

   
   

2. The RNC or GGSN does not support the direct tunnel function.

   
   

3. The direct tunnel function is disabled.

   
   

4. The direct tunnel function is not allowed by the license.
