| Paging procedure
| The downlink data is terminated on the SGSN or the GGSN.
The SGSN initiates the paging procedure.
| The downlink data is terminated on the S-GW. The S-GW sends
a message to the MME to initiate the paging procedure.

| The MS initiates the service request procedure to reestablish
the signaling connection and data bearer. Then, the MS switches to
the PMM-CONNECTED state.
