Fault handling of “System Flowctrl Startup“ for USN

Alarm Description:

 This alarm is reported when the total service traffic of the system exceeds the maximum service processing capability.

Impact on the System:

When service traffic of one process is extremely heavy, it starts and saves the board from getting faulty of excessive usage.

Solution:

Check the specific slot/boards from where CPU overload and system Flowcntl startup
alarms come and release  some traffic from that board/slot to another.

After releasing  some traffic observe the board CPU load for a day.
