The Iu-Flex function provides an appropriate solution to fault tolerance and helps to realize resource sharing and load sharing in the CN. Therefore, carriers who intend to build large mobile communications networks may take the MSC pool networking mode by preference. This mode may also be employed in the existing large wireless communications networks.
Processing on the large number of deployed RNCs is an important part in evolution to MSC pool networking. The RNCs on the existing networks must be upgraded for supporting the Iu-Flex function. Upgrading the RNCs on the existing networks for supporting the Iu-Flex function is difficult because of the following reasons:
