increase WAP users

Does anyone have the idea to help increase the number of WAP users   on a network ?

Currently i know of using OTA to  send setttings to WAP users to enable them use the wap gateway to access the internet. Hauwei functionality"APN correction" only help users of APN to resolve their APNs automaticaly to be able to access the internet. this does not help WAP phones since they need a Proxy to enable them browse
