Reason of Modifying the Cause Value in SGSN

Using this command, you can modify the failure cause value to avoid the situation where PS attach failure causes CS attach failure

lIf the attach fails, the SGSN delivers the rejected cause value. Some cause values may cause the
handset to re-select the cell or PLMA, which interrupts services in the subscriber CS zone. To avoid this, the SGSN can revise the delivered cause value.
