HLR FE Redundency

If the FE of the active HLR is faulty, all the signaling
messages are switched to the FE of the redundancy HLR, and the FE of the
redundancy HLR accesses the BE of the active HLR through the IP bearer network.
In addition, all the data query, modification and replication messages are
transmitted through the IP bearer network.
