Filter whitelist of UGW9811

When the balance in the user account is insufficient, the OCS server sends a message carrying the quota, FUI AVP, FUA AVP, and Filter-ID AVP to the UGW9811. The FUI AVP indicates that the quota is the last delivered quota. The FUA AVP indicates the redirection action RESTRICT_ACCESS/REDIRECT. The Filter-ID AVP indicates the filter name statically delivered by the OCS server, which is used to activate the filter configured on the UGW9811

If the service packets of a subscriber are in the whitelist, the UGW9811 allows the service packets to pass.

· If the service packets of a subscriber are not in the whitelist and the action is RESTRICT_ACCESS, the UGW9811 discards the packets.
