If the Charging-Rule-Install AVP does not contain the Bearer-Identifier AVP, the PCEF selects an IP-CAN bearer for each PCC rule to be installed or activated. The Rule-Activation-Time and Rule-Deactivation-Time AVPs included in the Charging-Rule-Install AVP are valid to the PCC rules included in the Charging-Rule-Install AVP. The Charging-Rule-Install AVP is applicable to the Policy Control over the Gx Interface Using Diameter service.
