Definition

The Charging-Rule-Install AVP is used to activate, install or modify policy and charging control (PCC) rules sent by the PCRF to the PCEF.

Application Scenario

The Charging-Rule-Install AVP may contain the following AVPs:
  • Charging-Rule-Definition: It is used when a new PCC rule needs to be installed or a PCC rule needs to be modified.
  • Charging-Rule-Name: It is used when a specific PCC rule predefined on the PCEF needs to be activated.
  • Charging-Rule-Base-Name: It is used when a group of PCC rules predefined on the PCEF needs to be activated.
  • Bearer-Identifier: It indicates that the PCC rules contained in this Charging-Rule-Install AVP must be installed or activated within the IP-CAN bearer identified by the Bearer-Identifier AVP. Currently, the UPCC supports the bearer binding performed only by the PCRF. Therefore, the Bearer-Identifier AVP is included in the Charging-Rule-Install AVP in GPRS scenarios where the bearer binding is performed by the PCRF.
  • Rule-Activation-Time and Rule-Deactivation-Time: They are used for period-based policy control.

If the Charging-Rule-Install AVP does not contain the Bearer-Identifier AVP, the PCEF selects an IP-CAN bearer for each PCC rule to be installed or activated. The Rule-Activation-Time and Rule-Deactivation-Time AVPs included in the Charging-Rule-Install AVP are valid to the PCC rules included in the Charging-Rule-Install AVP.

The Charging-Rule-Install AVP is applicable to the Policy Control over the Gx Interface Using Diameter service.
  • When the PCRF receives a CCR message from the PCEF, it includes the Charging-Rule-Definition AVP in the Charging-Rule-Install AVP in a CCA message and sends the CCA message to instruct the PCEF to install or modify a PCC rule.
  • When the PCRF receives a policy delivery request over the Rx interface or needs to deliver policies upon internal timers, it includes the Charging-Rule-Definition AVP in the Charging-Rule-Install AVP in an RAR message and sends the RAR message to instruct the PCEF to install or modify a PCC rule.
Sub-AVPs included in the Charging-Rule-Install AVP are described as follows:
  • Charging-Rule-Definition AVP: It is used when a new PCC rule needs to be installed or a PCC rule needs to be modified.
  • Charging-Rule-Name AVP: It is used when a specific PCC rule predefined on the PCEF needs to be activated.
  • Charging-Rule-Base-Name AVP: It is used when a group of PCC rules predefined on the PCEF needs to be activated.
  • Bearer-Identifier AVP: It indicates that the PCC rules to be installed or activated are within the IP-CAN bearer identified by the Bearer-Identifier AVP. In GPRS scenarios, the UPCC supports the bearer binding performed only by the PCRF. If the Charging-Rule-Install AVP does not contain the Bearer-Identifier AVP, the PCEF selects an IP-CAN bearer for the PCC rule.
  • Rule-Activation-Time AVP and Rule-Deactivation-Time AVP: They are used in the Period-based Dynamic Policy Control service. The Rule-Activation-Time and Rule-Deactivation-Time AVPs included in the Charging-Rule-Install AVP are valid to the PCC rules included in the Charging-Rule-Install AVP.
  • Charging-Correlation-Indicator AVP: It is used when the PCRF instructs the PCEF to report the charging identifier and transparently forwards the charging identifier to the application function (AF). It is applicable to the network where the Rx and Gx interfaces are used.
  • Resource-Allocation-Notification AVP: It is included in the Charging-Rule-Install AVP group if the subscribed INDICATION_OF_SUCCESSFUL_RESOURCES_ALLOCATION event exists.
  • SN-Service-Flow-Detection AVP: It is used by the PCRF to instruct the PCEF to enable the service flow detection function to implement SFD-based policy control.

  • UPCC V300R005C13: The SN-Service-Flow-Detection AVP is added.
  • UPCC V300R005C01: The Resource-Allocation-Notification AVP is added.
  • UPCC V300R003C00: The Rule-Activation-Time, Rule-Deactivation-Time, and Charging-Correlation-Indicator AVPs are added.
