HUAWEI Enhanced Outgoing Cell Handover Algorithm in R13 Version supports different Fringe Handover Thresholds for different neighboring cells. If the neighboring Macro cells upstairs and downstairs of IBS are different, the algorithm works from IBS to Macro. Otherwise, we must balance the power first.
