This issue occurs when either of the following conditions is met:

ALM-1003 Module Fault is generated on the alarm console.
The device panel indicates that some provisioning gateway (PGW) modules are in Not Ready state.

Reset the faulty modules.

Stop service provisioning.
Open the MML Command - UPCC window and run RST MODULE to restart the PGW modules that are in Not Ready state. The following is an example command:
```
RST MODULE: MID=xx;
```
