Use DSP PPCEFL command

Check user subscribed in UPCC or not

Check the subscription mode

  Use LST INSP: INSPN=UPM_SUBCTRL command to check the subscription mode

If the UPM_SUBCTRL is set to 0, users must be subscribed first, make sure the user and related policies been defined in UPCC
