Troubleshooting Method QoS negotiation parameters are set incorrectly. To resolve this issue, modify the value of the QoS-Negotiation AVP on the serving GPRS support node (SGSN). Troubleshooting Procedure Check the subscriber message tracing results to see whether the QoS-Negotiation AVP in a credit control request-update (CCR-U) message is set to 0, which indicates that a QoS negotiation is not allowed for the corresponding policy and charging control (PCC) rule request. - Yes: Go to 2.
