This issue occurs when one of the following conditions is met:

• ALM-34100 PCRF License Restriction is generated on the alarm console.
• ALM-34098 PCRF IP-CAN Session Restriction is generated on the alarm console.
• The value of the measurement entity Number of Responses with DIAMETER_RESOURCES_EXCEEDED of the measurement unit Interworking Between PCRF and PCEF by Result Code is much greater than in normal traffic cases.

The maximum number of online subscribers and sessions supported by one or more service process unit (SPU) modules reaches the alarm threshold. To resolve this issue, modify the values of the software parameters VRM_MAXIPCANSESNUMPERSPU and VRM_MAXSUBNUMPERSPU.
