This issue occurs when one of the following conditions is met:

• ALM-30102 PCRF License Restriction is generated on the alarm console.
• ALM-5216 License File Expired is generated on the alarm console.
• The value of the measurement entity Number of Responses with DIAMETER_RESOURCES_EXCEEDED of the measurement unit Interworking Between PCRF and PCEF by Result Code is much greater than in normal traffic cases.

On the policy and charging enforcement function (PCEF), configure the function of activating Policy and Charging Control (PCC) subscribers as non-PCC subscribers.
