Mostly because incorrect configuration Check subscription mode

Use LST INSP: INSPN=UPM_SUBCTRL command For “force subscription”, make sure the user is subscribed in UPCC otherwise, UPCC response with “Diameter-user-unkown”

For “Graceful subscription”, check the service mutex relationship

For “No subscription”, check the service mutex relation for dynamic user group

Check whether service conflicts for slave user

Check service configuration

Check IPCANSessionEstablish is configured for the service

For QuotaStatus, check the its right value matches

For roamstatus, mncmcc  of IPSession and related values, make sure these value equals to the values in the request message

Check policies for all services, check the mutex relation and the priority;
