User activation succeeded, GGSN received rules from UPCC, but the bandwidth control (FUP service, for example) does not take effect.

Possibility 1: Rule failed installing on GGSN

Step 2: confirm rule name is unique in CCA message

Step 3: check the rule priority

Rule priority:

nThe less the value, the higher the priority

nPredefined rules are treated the same with dynamic rules

nFor rules with same priority, dynamic rules are preferred.

nFor dynamic rules with the same priority, the latest one is preferred.

nThe priority for predefined rules is unique.

nPredefined group stand for multiple predefined rules, a rule in the group will be eventually selected.
