Inter-frequency Load Balance in UMTS


When a cell is in initial congestion state, this feature enables some UEs in the cell to be handed over to an inter-frequency co-coverage cell, thus reducing the load of the cell.



This action is triggered when system detects that the current serving cell load is beyond the pre-defined congestion threshold and the cell is entering a basic congestion state.

A target cell will then be selected according to the load difference between current cell load and congestion threshold of each target cell.

Only when the load difference exceeds a certain value can the cell be selected as the target cell for blind handover.
