MR prediction

It is a unique feature of HUAWEI PC algorithm 2.

It takes 3 SACCH period to implement a Power order

During this delay, more power control may be needed or radio quality may degrade too much.

To avoid that, system predicts future MR based on the historical MR tendency

Number of MR predicted is operator choice. Normally, it is set as 2 for both UL and DL.

All the interpolated,compensated and predicted MR will be the input to the filter.
