The default value is
transparent-non-authentication.
When access-mode is set to
transparent-non-authentication, the IP addresses cannot be assigned by the
RADIUS server.

When access-mode is set to on-transparent and authentication-mode is set to pco, the user name and
password carried by the PCO are used by preference. If the PCO does not carry
the user name or password, the locally configured public user name and password
are used. If the public user name and password are not configured locally, the
activation fails.
