Channel Quality priorities

- History record priority: If that channel has previous history of call drop/Assignment NACK/Failed Seizure.

- Interference priority: ICM band status/History data

- Flex Abis Mode priority

- AMR priority: Call requirement, Channel support of AMR and BCCH reuse pattern determines the priority

- Priorities for Intra Cell HO: Different band,Different  TRX/Different TS/Different MAIO.

- CHGR concept is yet to be established in Huawei.
