Channel rate adjustment priority

DCC(Dynamic channel conversion) converts any TCH/F to TCH/H and vice versa.

It triggers based on network status about the load and incoming other call requirement.

It is similar to DYMA is Ericsson.

In priority setting, this is discouraged in Huawei because it may degrade the quality of an ongoing call.

DCC also enables conversion from TCH to SDCCH(ACLC is Ericsson).

Besides, it also enables TCH-PDCH and vice versa.

Though SDCCH-PDCH is theoretically possible, it is about to be included.
