Channel Assignment Procedure

MS sends a setup message to MSC.

The message contains which speech codec the MS supports.

MSC replies to BSC with a Assgn.Reuqest message.

In this message, MSC determines list of  speech codecs can be used.

But MSC does not determine the channel rate and type of speech codec version because MSC doen not have Load information.

In Channel Act. Message, BSC sends the preferred channel rate and speech codec version based on load and MS preference.

In ASS CMD message, this information is conveyed to MS.

In ASS CMP message, the MS informs the BSC about its choice.
