Sharing Experience: Fault Handling Scope

Problem: DHSVR to SYLLB Link (service) fluctuation

Solution: VA board Replacement(physical) and Optical power/attenuation adjustment(logical)

Here we divide the whole rectification in two scope.

One is Remote scope, another is local scope and performed accordingly.
