During assignment, a channel rate and type is selected.

The channel rate will be either 22.8(FR) or 11.4(HR).

Based on the channel rate an ACS supoorting same channel rate is selected.

In that ACS, there are four codec modes.

Initially, it is started with the most robust codec mode that is codec mode with lowest bit rate.

After that, codec mode changes with the calculation d radio network.
