If you face this issue, you can do the following actions using navigator to solve it:

Phenomenon Description: Create a gateway NE24 in T2000LCT,then create NE23 through gateway NE24.input user:"lct",password:"password",it failed.the equipment type is OSN3500.version is OSN3500V100R003C02B030SP04.T2000LCT version is V2R4C01

Alarm Information:

LCT access disabledError code：37135.

Cause Analysis:

Check LCT access,it is disable,soT2000LCT can not access NE.

Handling Process:

use command:sm-set-lctaces:enable,enable LCT access.After that create NE23,it is successful.

I tried also with OSN6800 and works fine!
