STP> EST M3ASSO: ASSO=76,CONFIRM=Y;(if status shows SCTP un established)

STP> REL M3ASSO: ASSO=76, MODE=M2,CONFIRM=Y; (use restart mode-M2,if it does not work then first choose M1-close mode, then use M2 mode)

For N7 signaling we will use DEA/ACT method while for M3UA links we need to use the above mentioned method (ACT/DEA does not work).
