Problem: Router link became abnormal due to backbone DWDM link problem

Findings:

1. DWDM Links are SNCP protected
2. Both SW SNCP & ODUk SNCP is configured in the link
3. SW SNCP is dual end switch & ODUk SNCP is single end switch.
   
4. Hence SW SNCP switching is little late than ODUk SNCP.Since SW_SNCP switching time is higher than ODUk_SNCP, then router find some abnormality during that time.
5. Hold off time is not configured at routers

Solution: Hold off time of router is configured 200 ms as per Huawei recommendation
